Wo steht Europa in der Prioritätenliste der chinesischen Politik? Weit hinten, antwortet John Delury, Fellow in der Asia Society in New York. In einem Artikel für Engelsberg Ideas schreibt er: “Europe is not a priority.“ Entsprechend habe China auch keine großen Pläne mit und in Europa. „China’s activities in Europe are driven more by opportunism than any grand plot to divide the continent.” Letzteres wird ja von einigen Politikern und Kommentatoren unterstellt. An erster Stelle der chinesischen Aufmerksamkeit stehen die USA, die nach Delury „unavoidable power that China confronts.” Russland sei dann „the second most important great power that Xi needs to be managed”. Aber danach kommt Europa? Nein, sagt Delury: “Instead , the focus is divided among a varied group of neighbours” – von Japan bis Afghanistan. Und auch nach diesen Nachbarstaaten kommt in der chinesischen Prioritätenskala kein Europa, sondern der Globale Süden. Erst zum Schluss kommt Europa: „Strategically speaking, then, Europe comes after pretty much the rest of the world.“ Europa werde – so Delurys Einschätzung – von China als “an extension of America” betrachtet. Das habe allerdings zur Folge, dass Europa in Zeiten der Handelskriege häufig wie die USA behandelt werden: „Beijing applies the same countermeasures for Europe as those designed for the US.“
