Am 21. April 2022 hat Xi Jinping auf dem Boao Forum zum ersten Mal von einer Global Security Initiative (GSI) geredet. Damals blieb die Idee noch relativ wage. Jetzt weiß man etwas mehr darüber, was sich Xi und die chinesische Führung unter der GSI verstehen und wie sie die Weltordnung sehen. Am 21. Februar stellte Außenminister Qin Gang das „Global Security Initiative Concept Paper“ vor. Dabei benutzte er hehre Worte: „The GSI is rooted in the fine traditional Chinese culture that values peace above everything else”. Und weiter: “Chinese will never seek hegemony, expansion or sphere of influence or engage in arms race, but remain a defender of world peace.” Das Konzeptpapier ist nicht sehr umfangreich und besteht aus vier Teilen: Background, Core concepts and principles, Priorities of cooperation sowie Platforms and mechanisms of cooperation. Im “Backgorund” wird festgestellt: “The deficits in peace, development, security and governance are growing, and the world is once again at a crossroads in history.” Bei den “Core concepts and principles” werden sechs “commitments” (Verpflichtungen) aufgelistet, darunter auch die Verpflichtung zur territorialen Integrität und das Bekenntnis zur UN-Charta. Die „Priorities of Cooperation“ enthalten 20 Punkte und umfassen viele multinationale und regionale Kooperationen. In „Platforms and mechanisms of cooperation“ werden weitere – vor allem von China initiierte Kooperationsformen – erwähnt, von der SCO über BRICS bis China-Africa Peace and Security Forum. Bill Bishop (Sinocism) kommentiert das Papier so: „It is another initiative to undermine the US and its allies position in the global order, and it will likely have a lot more takers the US would like to believe.”
