Welche Rolle spielt China in dem israelisch-palästinensischen Konflikt? Auf den ersten Blick keine besonders bedeutende. Es ruft zu Friedensverhandlungen auf und fordert eine Zwei-Staaten-Lösung. Chinas Führung laviert, verurteilt nicht expressis verbis den Hamas-Angriff, aber stattdessen Israels Angriff auf Gaza. „China´s Game in Gaza” nennt das Mark Leonard, Direktor des European Council on Foreign Relations (ECFR), in seinem gleichnamigen Artikel in Foreign Affairs. China versuche durch dieses Spiel seine Stellung im Globalen Süden zu verbessern: “By calling for a two-state solution, refusing to condemn Hamas, and making symbolic efforts to support a cease-fire, it has taken advantage of global anti-Israeli sentiment in a bid to elevate its own standing in the global South.” In der arabischen Welt geht dieses Spiel auf. Dort hat China mehr Sympathien als die USA. Aber nicht nur dort, sondern auch in großen Teilen des Globalen Südens. Leonard: „China’s attempt to mirror global public opinion on the Israeli-Palestinian conflict is part of a much broader strategy aimed at winning over the global South.” In der Tat gewinnt Chinas Position immer mehr Anhänger im Globalen Süden. Aber – so Leonard: “China is not trying to unite these countries in a Chinese-led anti-Western alliance, as many in Washington seem to believe.” China wolle die Staaten des Globalen Südens nicht zwingen, für eine Seite Partei zu ergreifen: “Whereas the United States talks about how other countries should align with its positions and follow global rules, China presents itself as a champion of a “multicivilizational world” and a partner for development and sovereignty. Indeed, Beijing’s selling point is precisely that in a world of fragmentation, it is not forcing other countries to choose sides.”
